Abstract: This 30 page paper gives an indepth overview of the issues facing the Southeast Asian people in the area of small arms proliferation. Seven of the prevalent relief agencies are profiled. Three case studies offered, seven peer reviewed articles analzyed, and an evaluation of strenths and weaknesses of the various programs.
